When I see unable to find I usually figure there's a reference to "Program Files" folder that needs to be "Programs Files (x86)".

Another place to check is the actual Services file under the Windows/System 32/Drivers/etc folder. If there is one in SYSWOW64 it may not be getting found where it needs to be to link the port to the service.

Once past the issue you are having beware that there is another potential one when running RB from within Vantage with the message 'Unable to find CONVMAP.CP". We are not sure why but some Win 7-64bit PCs get this and most others do not. Best hunch is it is a rights issue more so than the file actually not being found but it has us stumped due to giving error whether logged in as Administrator or as the user and the Progress DLC pointing to the correct path on server. Vantage runs fine.
