RETURN "CANCEL SEND":U. Not Working

I have a .p program which is executed from a BAM. The very last
statement is:

RETURN "CANCEL SEND":U.

Which should cancel the sending of the email, but in this case Vantage
still wants to send an email.

I have done this before where I want to execute a .p program from a BAM
but not have it send an email, and it has worked. I'm not sure why it is
not working with this one BAM.

Any ideas anyone?
