Sales Order Entry -> Duplicating Order (does not copy all fields)

I have a user that uses the "Duplicate Order" function of Sales Order Entry. The user is complaining that the duplicated orders are missing the following fields: "Quote #, Quote Line #, and Project ID"

Is this by design? If so, why?
