I have attached a screen shot. I know these settings will be set for me across the company I am in. I would like to set this across all companies (over 10) and globally for all users. How do I do that? Does it need to be in the Config file?

When you run a query in that table, it will pull a row for each user. You can either update them all one-by-one or write your code to update them in a loop on GetList.
