I might not have the exact answer but I have learned a few things (the hard way) about signon time lately.
1. Check the network utilization during the startup process using Task Manager and the network tab. If it stays around 1-2% for most of the duration of the time to get the login screen there is likely a networking issue. It should be 50-60%. There are known issues with network interface drivers and Vantage speed. Especially with onboard interfaces. Standalone NICs with up to date drivers have made a huge improvement on some of my machines. If the Vista workstations are on new hardware this may be the cause. If possible look for an updated driver for the interface's chipset.
2. I have a bunch of PCs that run very slow with old unmanaged switches and if I move them to ports on a new HP ProCurve managed switch they run very fast. As if sometimes the NIC and switch don't get along. I've played with all the NIC settings for speed and duplex to no avail but moving to the new switch fixed it.
3. I have found that (especially if the network connection is slow) in the startup process a considerable amount of time can be spent in checking the OCX and DLL locations. Every time....even when nothing has changed. This process writes a log file in the client working folder called RegOCX.log. Lately on slow machines where I have not replaced the switch I have started setting the security settings on this file to disallow access when logged in as the user. This prevents writing to it and crashes the file checking process. Clicking on OK to the error message then brings up the login screen fairly fast. This seems to not cause any ill effect that I have been able to find. Checking the content of the log file on a slow machine shows that each file checked takes 2-3 seconds and there are 70 or more files whereas on a fast PC the whole thing runs in about 5 seconds.
