I haven’t read the rest of this thread yet, but back in the day (20 or so years ago), I was in a company with a similar situation, and it was our Finance department that laid down that law, MOSTLY because in our case the remaining pieces might stay in an open job for months. Finance and upper management wanted to have more accurate reporting (i.e. close and post jobs that had actually shipped) and not have to do so much ancillary reporting on why this traveler says its for a job of 50 but there’s only 8 pieces on the cart. Having “27 color glossy photos with circles and arrows and a paragraph on the back of each one” (and if you know the reference smile) to tell the story just wasn’t enough.
