There is likely a better way to do this, but I don't know it. That said, you
can create a quick search that only shows the appropriate records and set it
as the base search on the appropriate fields. If the security is a big
issue, it might not be the best approach as it's pretty easy to revert to
the base search and I'm not sure you can lock down that functionality.
But if it's just a business process issue, that may a quick and easy
solution.
