The server is not responding error. Cannot connect to application server

hi all.

I had to restore our Pilot database. Everything went well, and was working fine after the restore. It was also workign fine the next morning and all of a sudden it stopped working. and I am gettinng below error in the admin console. Pilot is on the same server is Live, and Live is working fine.
Have restarted the server with no luck. Have recycled IIS, no luck. Please help

If you try to login on the server do you get prompted to run database conversions? If so then run them and see if that resolves the issue

You double checked the APP pool is running for BOTH Pilot and Live?
