Theme not setting site-wide

Hello once more!


I've a custom theme, for the Pilot system, to help users distinguish which system they are currently working in. The production system we've left as the standard colours, but the pilot system has quite a few features that are bright red.


When creating the theme, I import the .ISL and set the theme as Distributable and Default. This makes the client look as I intend it to.


**Please keep in mind that the .ISL is hosted on an accessible share location.**


However, when any other user logs in, their client looks like the production system (default) - even though their theme is set to the pilot style .ISL theme.


Any ideas how to resolve this one?

I wrote up a set of steps for “installing themes to pull from the server” for a client a couple years back.  I’d be happy to send it to you if you’d like.
