Tooling in version 8

No (much to my disappointment). We just ended setting them up as resources as that was the 'least worst' option for us after testing many different ways of doing it.

I believe setting up the tooling as a resource would serve that purpose. I
think that is one reason why the old work center/operation relationship has
been changed.
