Your performance issues need to be addressed and I have solutions that you may want to consider looking into. Can go into details on both servers and your remote office performance. Currently I have my main site, 2 satellite offices, and about 5 VPN users. Delays in remote offices are noticed but entering over 100 lines on a job only takes maybe an extra 10 minutes of time.
We are at 29 user licenses and 10 MES. Progress DB running on a Virtual Machine. Run the majority of epicor offerings as well.
If you do choose to call I would plan on spending 30 minutes to an hour going over information. I know I am potentially shooting myself in the foot, but I am willing to go over this with anyone who wishes to contact me via email or phone.

I agree with the other points, it is very doable on your own – I’ve worked with a number of clients who’ve upgraded with mostly in-house resources. The important thing is test – test – test. Don’t skimp on the hardware. You can also look for independent consultants and significantly reduce the consulting costs – or put that money toward hardware.
Besides customizations, you’ll have to pay close attention to those areas that are significantly redesigned between 8.03 and 9.05. The two biggest examples are the units of measure and the G/L books. If you’re anything outside of base code here, you’ll want to pay close attention to those areas.

I'll assume/hope you mean 8.03 rather than 3.08, lol.
It's not too bad. We've done it along with a couple other large-ish
upgrades. It's not a trivial task, but it's not outside the realm of DIY if
you have a couple knowledgeable people. How many users/plants do you have
and how many IT people? Is your system heavily customized?
Customizations can make a huge difference in the effort required to upgrade.
