Got this fix from support. Copying the MSComCtl.ocx file from the
Mfgsys60\ocx folder to the windows\system32 folder did the trick for
us.

On one workstation the icons within vantage do not show. The
description of the icon shows, for example, job tracker, order
tracker, etc, but the icon does not show. If you put the mouse
cursor over the area that the icon should be, a square is highlighted
and you can press it to open Vantage.
Please send me info on how to correct.
On some machines, the icons for the Favorites are missing, as well as
the menu tree icons.
