Here are the lines you'd need to put into a .REG file:
REGEDIT4
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp]
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
"MaxAllowedZone"=dword:00000001
If you want to get totally automated and not ever have to think about it
again, it's possible to write your own Group Policy files that you can
then apply via GP for any registry setting you choose (as opposed to the
standard GP templates MS supplies). Writing the necessary files is
cumbersome, but it does indeed work, with only a minor downside (custom
GP files don't work *exactly* like the MS-built ones).
I haven't done this in my own environment for the Vantage help issue,
but I've done it for lots of other settings.
