Try issuing based on the tool life.

If you have 5 jobs that use the die then you should not have it set to a
Fixed Quantity of 1. If each job is say for 100 parts and you estimate the
life of the die to be 500 parts. Set the BOM to 1 / 500 = .002 then on the
6th job scheduled will show the point where a second needs to be purchased.
You then have to look cycle counting or adjusting the inventory when the die
is actually used up.

Why would you put it on the BOM if you don't want it bought? If it is a die
you need to specify on the job just add it as a comment on the operation.

We have our dies (tools) set up in the part master. It is a
material
operation in the BOM. Whenever there is a job for this die, we
constantly
get a demand on PO suggestions to order the tools/die. We have put
one on
hand and have it as a fixed quantity in the BOM. We have tried
clicking it
as stocked and non-stock but it continues to ask us to order it.
Example:
If we have 5 jobs that use this die, it will show to order it 5
times on PO
suggestions. Any help you can give would be greatly appreciated.
