Why is material on job tree showing as "Material needs attention," when there is quantity on hand?

Gonna need more information. What does Time Phase show?

Are the materials on hand in the site / warehouse on the JobMtl?

We had the same issue and ended up customising it (in classic) based on the on hand quantity site-wide.
