Turn off user account control. Go to control panel, system and security and action center you will see the "change user account control settings" on theleft side of the window. This requires a restart. Also if you are on a windows domain add the domain user to the local administrators group on the workstation. You can still add domain policies to the user to restrict them if needed.

Subject: [Vantage] Win 7/64 Workstation on 9.04.507A
We now have a W7/64 workstation in the mix. After the install, the
user gets a permission denied error in the ProgramData folder when it
appears the customization is getting compiled. Called Epicor on Friday
but haven't got a response. Anyone else dealt with this?
Thanks!
