It almost seems as though it does everything BUT reduce the on hand qty. Is
this by design or a bug. I think it should. It even shows up in the
transaction history file as a reduction ADJ-MTL.

The material is affected if you are using backflush features. If you adjust
the quantity completed on a part that the material was backflushed or is set
up to be backflushed, the material will be issued accordingly.
If you make a positive adj to the qty the material will be issued to the
job. If you make a negative adj to the qty then the material will be
unissued and returned to inventory.
Considering the concept of backflushing, this makes sense. If this is
undesirable then one must consider whether backflushing is appropriate for
you. Backflushing is as dangerous as it is convenient.
I try to review all job travelers after the parts are completed and make
corrects at that point, and because the part was just made I update the
labor record and do not do an adjustment.

You are correct. Material adjustment do not impact inventory qty's. A
material adjustment increases WIP material and a variance account (inventory
adjustments or something.)
May point was that inventory qtys are only affected if you update the qty

We have WIP, finished goods and raw material inventories. WIP is inventory.
Then people can have different G/L numbers set for finished goods inventory
or raw material inventories. We sometimes need to be more specific when
addressing a question. The example I gave does affect G/L numbers and the
WIP report. Dollar Adjustments do carry G/L consequences is the point I am
making.
Quantity adjustments to part numbers can also be made.
The answer to Darren's question may more correctly be defined in saying that
if you enter a job adjustment with a quantity in addition to dollars, then
quantities can be affected. However, if you enter an adjustment for dollars
only, it does not affect the job quantity.

I am of the impression that it does affect inventory. You can adjust
quantities also. Haven't tried a quantity adjustment without a $ adjustment
to see if that doesn't affect inventory.
Are you indicating that this changes in later versions? Can't imagine that
happening!!!
