Instead of checking the Not box for the condition and using the Equal operator, did you try it with the operator as NotEqual?

I also encountered this issue and tried this solution to effect. To clarify, the syntax is Contains > Value > Null. Ignore the Constant > NullValue option - it doesn’t work.

For dates, I added an And condition contains 2. It’s sort of a hack, but it works.
