No. It needs to be 2 different values -- like 2 different states codes such as "CA, TX".
Essentially the filter needs to be [State] CONTAINS ('CA', 'TX').
BUT, the Dashboard Prompt does not allow this keyword. AND, there is no available ListBox control for specifying filters either.
