Someone had replied to me and I did something very similar.
I loaded the customization, went into Customization mode, closed the customization screen, Tools -> Save Layout and the closed and reloaded the screen.

Before you open your customization, arrange the sheets the way you want them and under tools select Save Layouts. Now open your customization, make any changes you need, and then save you customization. This will make the sheet layout you set up before the default.

I added a custom sheet to Order Tracker.
This sheet was checked off as dockable.
I then added 7 more sheets to this new sheet. These additional 7 were not marked as dockable.
From the customization screen, I rearranged the sheets like I wanted. 1 was on top and the other 6 were on the bottom is a tabbed layout.
I saved the customization, reopened Order Tracker with this customization and the 7 tabs are all at the top in a tabbed format.
The layout I specified in the customization was discarded.
