My part is setup as you described below.
My issue is that the partrev record appears to be plant dependent and I
was hoping to find a way around this.
We could make this same part and stock it in either plant and how we
make it is identical in both plants. On top of that, the part rev has a
configurator.
I ended up creating an alternate method for the part rev and it
automatically imported all the operations and materials from the base
method so I think this will work.
Unless someone has a better idea. :)

You need a PartPlant record for every Plant that you want a Part to be
available in.
Go to Part Maintenance, go to the Plants tab, and click the New
button. You have to pick a primary warehouse and can establish a bunch
of other settings as well.
The Plant relationship is established at the Part level, not the
PartRev level.
If you plan on making the part at one plant but keeping inventory or
consuming it at another, you can specify the repleneshment type (under
Type Detail) as Transfer.

I gave it a shot and nothing changed. :(
According to the help file, FWIW, the Global checkbox is used to sync
parts with other companies. It doesn't make mention of plants.
