When Creating a Report ID in Electronic Tax Reporting, I come across this error attached
If I’m not mistaken, we were getting that when we didn’t have TLS 1.2 enabled. If that’s not it, check your Digital Tax Reporting settings in company config and make sure all is OK there. Also, the connection token to HMRC is valid for 18 months and if you’re past that, you need to generate a new one.
Please note that on 9 May 2024, HMRC removed support for ‘CBC ciphers,’ which are used by some old, unsupported versions of Windows to encrypt the data during online submissions.
Unfortunately, there is no workaround other than switching to a supported Windows version.
This means customers running Windows 2012 R2 need to upgrade to Windows 2016/2019.

When did the HMRC announce they were doing this? We posted in early July and it went through with no issues, our other company are having this issue and this is the first I have known about it.
