You could probably also get it working in an updatable dashboard as well..

The file attachment process is done by Business Objects so you can accomplish this via a few different approaches. For example you can take a UD entry screen, customize it so you can pick part numbers and store them in the UD table. Then enter the name of the file you want to attach the files to. Next either using embedded customization or a BPM call the appropriate BOs to attach the file-names to the list of part in the UD table. If the UD table records are not needed for anything else you can delete the records in effect using the UD table as a temporary location.
You could have also used a standard ListBox to store the list of names while processing them, in this case you would need to use embedded customization instead of a BPM as the BPM wouldn't have access to the listbox.
To figure out what BOs to call, turn on Tracing and then attach a file to a part. This will be the process you have to minimic to attach files to other part.
At mentioned by another Service Connect can do it too as that has access to the BOs also.
If you understand the structure of the file attachment table you can also work directly with it. I'd recommend using the part adapter and its BOs that work with attachments though.
