Do you know of any way that a simple tick box can be added to the print screen one for fax and one for email? Then the user at print time can decide which way they want to send the document?
It seems starnge that you can edit the print dialog for custom reports but not for standard ones.

It would be my guess that this is a case where the default 'Dynamic' routing would need to be changed. I believe it is possible to base routing of documents based upon criteria you specify. Thus document A to customer XYZ is routed by Fax only. Document A to customer DEF is routed to email only. Document A to customer HIJ is routed to printer and snail mailed...... .
