Insufficient data for a detailed answer.
What, exactly, are you trying to describe/accomplish with this BOM?
Normally, if you were going to weld two items together to make a third item
you would have a BOM such as:
Item-3 BOM
* Operation 10 - take from stock - Items 1 and 2
* Operation 20 - weld 2 item together
* Operation 30 - Inspect
* Operation 40 - put to stock
Or something equally inane.
If I wanted to assembly 50 items into an assembly ( not welding - just
assembling ) the BOM might be:
* Operation 10 - take 5 items from stock
* Operation 20 - assembly base frame
* Operation 30 - take 15 items from stock
* Operation 40 - assembly 15 items into motor bracket and mount on base
frame
* Operation 50 - take 15 more item from stock
* Operation 60 - assembly drive shaft, bolt to base frame and then attach
motor assembly
* Operation 70 .... etc etc
You would then link the materials / parts to the operations that require
them.
Why? Last company I worked for built textile machinery with some 3,000
items per machine. We had a BOM / routing for final machine assembly. In
some cases the machine assembly would take 6-8 weeks wherein week 1 was the
base, week 2 was the upper frame, week 3 was drive system, week 4 was
electrical, etc.
In that type of environment you didn't "Need" all of the components at the
start of assembly. You could schedule them to be completed as needed.
At any rate ... What exactly are you trying to accomplish?

I may be getting ahead of myself but..
I've created a BOM with about 50 material items.
Intuitively, I went to add an operation where I welded two of those items
together, say items 26 & 26.
When I added the weld operation though, all 50 material were listed under
that operation.
Makes me think I is doin' things in da wrong order.
Can I add an operation to a bill and specify which materials it applies to?
Or do I need to restructure my BOMs?
