Prevent MES users from skipping operations

We use BPM's and also Shop Warnings which you can turn the 'Alert' on.

Long story short. We're new to Epicor 9 and have found ourselves involved in a recall action with one of our customers. This action traced back to our previous system where one of our inspectors skipped a heat-treat operation on one of our parts. We need to come up with a way to prevent operations from being skipped AT ALL... and hopefully get something in place very quickly as the customer is coming to audit us. Any ideas? We've tried flagging the following operation with a first article quantity of 1 but our inspectors enter quantity only on operations and that bypasses the first article requirement entirely... We're running out of options here and as of yet, our onsite Epicor consultants haven't been able to help us nail it down...
