Reorder problem with blanket POs

We have some Suppliers that require us to make a minimum purchase for special materials and they are willing to stock them at their site. We do not have the MRP module.

(Example) A PO is required for a minimum quantity by the Supplier, for custom or special materials.
The Supplier requires us to purchase a minimum of 1000 parts to stock at the Supplier site. (required PO quantity)
The lead time for this material is 8 weeks to the Supplier stock.
We can then draw down this inventory in quantities of 100 (releases).
The lead time for materials from the Supplier inventory(our PO qty at the Supplier site) to our inventory is 2 weeks once they have material in place.

There is only one Min On-hand Qty field in Epicor and one lead time field.

The lead time we want in Epicor is for the Supplier to replenish their stock and supply us with material.
The Min OH quantity is the min quantity for our stockroom.
The Max OH quantity is the Max quantity we want in our stockroom.
The PO quantity we want in Epicor should be the Min Order Qty from the Supplier (1000).
The difference between the Min OH and the Max OH should be the quantity of the releases.

If we set the Min OH qty to give us a reorder signal (200), we will have too much material in stock.
How do we set this up correctly so that New PO Suggestions gives us the correct signals to reorder?

Has anybody solved this problem?
Is there something i'm overlooking?
