Not knowing the structure of the report and how you have it set up I can only guess but the first two places I would look are:
1. Links - If you have any that are not "Left Outer" joins it may be ignoring some labor records if a linked table's record does not exist
2. Aggregates - Might need to "pre-Pass"
These are the usual culprits I see for inconsistant totals.

I have a report to to list weekly hours by employee number with a

report is not working on every employee. The total is incorrect for
