You might go to www.redhand.com and take a look at this software. I use it in area's where security needs to be high. It's price is reasonable and it seems to do a good job of controling what windows in vantage open up. It also has a very nice audit log that you can access over the network. Additionally you can keep tabs on things without users being aware. ZDTV (Leo Laport) gave it good marks.
