Sorry, feel free to ignore.
I was told that some pre-requisites were installed, but they weren't
installed. .Net 3.5 and some other IIS Components weren't installed.
That's what I get for taking someone at their word and not double checking
myself.

Subject: [Vantage] Service Connect Installation - Cannot Connect to Default
Web site
I am installing Service Connect on a 2008 Standard Server.
It is a 64-bit installation of the OS.
I have IIS setup with all application pools to allow it to execute 32-bit
applications, but even the 64-bit installation won't work.
When I get to the installation step of "Web Applications" and try to go
further, either with or without the checkbox for "Create new web site for
Epicor Service Connect 9.05.600 applications" I get the error message:
Could not connect to default web site.
My initial thought was that the Windows Firewall was blocking the
connection, however the firewall has since been turned off.
I am a bit stumped on this one, anyone have any ideas?
