We actually JUST started doing this. Here we have group leader for each of
our departments and the group manager manages inventory for his department.
He does the adding to a job and issuing when a tool is required for a job.
One thing we have already found is now that we manage tooling, we have
consumed a lot less without any quality issues.

The easiest way I can see to do this within Vantage's job structure
would be to setup a single material line (Tooling), manage the
inventory, and issue tooling against that line. The downside is it is
going to create more processing for our tool crib.
