Zero Dollar Credit Holds

We have some zero dollar orders for customers who have exceeded their credit limit. When were still on 9.05, these orders would show up under Customer Credit Manager so they could be taken off of credit hold. Now, on 10.1, these orders are not showing up. We have been putting $.01 on the sales order as a work around.

Does anyone know why this might be happening or how to fix it?

This appears to be a bug. While it is not working in our production system, 10.1.400.14, it is working in 10.1.500.16. I couldn’t find an SCR, but at least I know what I have to do now.
