The Database Conversion is very simple for the most part from 8.00 to 8.03.
Compared to 6.1 to 8.0 it takes a lot less time. Rarely did I ever run into
any problems at a customer site with the upgrade from 8.00 to 8.03.
And, you may be partially misunderstanding or possibly misled on the upgrade
process from 8.00 to 9. They are correct that there is no direct 8.00 to 9
upgrade path, but you shouldn't need to actually be up and running on 8.03
in order to upgrade. The upgrade/conversion just needs to be run through
8.03 on it's way to 9. This is the same for most versions, if you are on 5.0
then you need to go to 6.1 then to 8.00 before 8.03 on the way to 9, but
this is only in terms of a DB version, you don't actually need to go to a
running production version before hand. It just needs to be staged from one
to the next for conversion purposes. So it also depends on who will do your
conversion, practicing a few in house prior to actually going for the final
go live one is always helpful, even if you have Epicor doing your final
conversion for "insurance" purposes.
This is not to say that there are not benefits to doing so, but it is not an
absolute requirement to be up and running on 8.03 before you go to 9.
Third party applications and add-ons like Customer Connect, Insight, Corvu,
IQS and all that other stuff are also considerations.

Ned,
The main cost I want to avoid is the database conversion, which Epicor wants
$2000 to do. I have been told on a few occasions that the upgrade is
something I shouldn't do on my own (why, I have no idea). I just want to see
what is involved in the process.
Eventually, I would like to move to Epicor 9, but I can't do that without
moving to 8.03.something. Is this correct? Or am I being led down the wrong
path?

That is a really minor upgrade in the grand scheme of things.
Not sure what kind of field guide you are looking for, but there aren't a
ton of differences between the actually installation parts of them outside
of a couple of minor tweaks that can be done in 8.03 that cannot be done in
8.00.
