How do I setup a purchased part that requires incoming inspection to go to a specific warehouse and bin loaction

I am having an issue where we have multiple warehouse and I need to have all purchased parts that are on the PO that are checked for inspection be defaulted on the receiver when they come in.

currently they are defaulting to a FG warehouse which is not right and a Bin that is not right and not even correct.

We have a inspection warehouse with 3 bin choices

The warehouse I tried setting as the default on the PP with the correct primary bin and that did not work. What am I missing

The default receiving is in company configuration and Site config. Site also has the default inspection warehouse and bin. We set the General and receiving warehouse to do not use and I have bpms that enforce it. When inspection required is checked and the To location button it clicked the Inspection warehouse and bin should populate.
