In Financial Report Designer, can I still show the Description of the row even if the Summary of the category doesn't exist?

I’m in Financial Report Designer and I have this:

My problem is that when I preview my report, if my summary is 0 (or doesn’t exist), the row won’t show in the report. I have to have an heading line just before in case it doesn,t exist but it doubles the number of lines that I need.

How can I fix that ?
