We have a Chinese company and do not have any issues with Chinese characters in the Customer, Part Description, Contact, Supplier or Contact fields. We have not seen any issues related to Chinese characters not working in E10.

Related to this topic, some notes about extended characters …
If someone creates a new PN, and pastes the new PartNum from their clipboard. But the “dash” in the data in the clipboard was really an “em dash” or “en dash”, it will be an entirely different P/N.
Each of the following P/N’s can coexist in the Part Master
ABC-123 “dash” (ASCII 45)
ABC–123 “en dash” (ASCII 150)
ABC—123 “em dash” (ASCII 151)
And if you don’t know the keyboard command for an "em dash or “en dash” you might be SOL, when trying to type that P/N in manually.
@josephmoeller - Thank you for your suggestion. I still have much to learn as your comments are “greek” to me - but I WILL learn what all this is! 
It took me a while to learn Vantage 6.1 Report Builder - I have faith that I can learn BAQ/Dashboards. Then I can tackle SSRS.
