Net Send Alternate

Net send quit working by default on XP and I believe was removed on vista
nothing to do with exchange

All,
  On a somewhat unrelated topic, According to our sysadmin, with Exchange 2007,
the "net send" command is no longer permitted, so if I want to send a message to
all users to logoff Vantage, nothing happens. Has anyone else have a solution
(cheap) that sends a popup message that can't be missed for any important
notice?
