Notification balloons

Does anyone know if there is a way to turn on notification balloons in the System Monitor for all users? Or does each user have to enable it themselves.

Use customization option for all users.

Where’s that located? I’ve never seen that option before on the system monitor.

It is under Actions -> Retrieval Properties on the System Monitor

I meant the customization option to apply to everyone.
