You can do a few simple things.

1) Delete Internet Explorer from the machine. Outlook can still check
email, but the Internet Explorer will not function. I have done this
but found some users will bring in a CD to install IE or Netscape on
their own.

2) With the Internet Properties > Connections tab. There is a Lan
Settings button at the bottom. Fill in there some fake remote script
that the user needs to go through before hitting the internet and it
will not allow the user to go through.

Instructions to Disable the Internet Explorer on any machine

1) Go to c:\winnt\system32\ and open inetcpl.cpl
2) Double click on that file and choose the Connections tab.
3) Click on the LAN Setting button.
4) Check the box that says Use a Proxy Server
5) By Address put in the word PROXY
6) By Port enter Port 80
7) Then click on ok to close that screen and then OK again to close the
previous screen.
8) Then rename the inetcpl.cpl file to inetcpl.cpl$

This seems to work well for us.
It should still allow outlook to get mail via the web. It will block OWA.

We use a program called WINGATE, to distribute our user access, it can be
linked to NT users. We have only 6 or 7 users that are allowed access.
Wingate is sophisticated enough that you can, Give your purchasing guy
access to an on line vender but he can't browse to anyother sites. It's
inexpensive and seems to be rock solid in service.

Use POLEDIT - Policy Editor. Windows/95/98/NT.

Microsoft includes a powerful tool to help limit user access-the System
Policy Editor, Poledit for short. Poledit is not installed as part of any
Win95/98 setups, but is included on the Windows 95 and 98 CDs. On the Win95
CD, look in the D:\Admin\Apptools\Poledit folder (where D: is the drive
letter for your CD drive). On the Win98 CD, look in the
D:\Tools\Reskit\Netadmin\Poledit folder.

If you don't have access to the CD-ROMs, you can get the Win95 version from
Microsoft on the Web at:
http://support.microsoft.com/support/downloads/LNP187.asp (get the file
Policy.exe).
