I have had this problem.
First check in Control Panel - Security (firewall) and make sure the
firewall is turned off. (may not be exact names of icon)
Then look under Network - Local Area network - Look at the config(uration)
for you network card. Make sure under Power Management - there is no check
mark in "allow the computer to turn off this device".
I also set my card from Auto or Hardware default to 100 MBS - full duplex
(to match what your switch does).
