I have always said the best way not to get an infection is cut off ALL
internet access. Glad to see Microsoft is my advice.

It's probably related to the Windows firewall. Turn off the Windows firewall
and try and see what happens.
If it is the firewall, an exception may have to be entered if you intend on
using the firewall.
I have XP SP2 on all my pc's and I have noticed a short delay in delivery,
but not a complete stop.

I have one user who installed SP2 for XP on his system. He has outlook 2000
and is having the same issues. He has to either hit F5 or just open an
email for new messages to be delivered.
I have not had the time to look into this yet either.
