Check out the Domain Migration Cookbook. It's worth reading.

Subject: [Vantage] [OT] NT Server upgrade
This isn't a Vantage related question but I thought I'd ask anyway as this
group is often extremely helpful :-)
We have a number of NT4 domain servers (PDC and a couple of BDCs) that we're
planning to upgrade to Windows 2000 or 2003 Server and I'm starting to plan
through the upgrade process at the moment. Careful planning always pays off
when it comes to doing things with business-critical servers!
Microsoft's deployment guides state that the PDC must be upgraded prior to
the BDCs and they describe installing the new OS over the top of the old one
to maintain the user groups and keep the data. Now my experience tells me
that this is a bad idea and you're just asking for reliability problems when
installing one MS operating system on top of another. I much prefer to
reformat and install on a clean system.
However MS don't make any reference to how the domain users and groups can
be migrated from an NT4 BDC to a new Active Directory server, does anyone
out there have experience of upgrading via this path? The data can easily
be backed up and restored however it's the users and groups that I want to
be able to migrate and haven't found an obvious way of doing it.
I'm going to do a test run with a couple of PCs set up as NT4 PDC and BDC to
try out the process but any advice from people who have 'been there and done
that' would be most useful.
Paul.
