Our attempts to upgrade from NT4 to Windows 2000 was a disaster. We spent
many weekends trying and found that the only way to get a reliable and
stable system was to do a fresh install of Windows 2000 and reenter all of
the users and groups. We looked for tools to migrate the user/group data to
active directory but was unable to find anything. Our only luck was that we
had not yet installed Exchange and didn't have to worry about moving it.
The only good news I can offer is that so far our upgrades from 2000 to 2003
have been very smooth and painless.

I'm not to familar with the NT4 upgrade process. I'm sure microsoft has some information on it. I too would rather install on a clean system. With that in mind, how about this thought. What if you install 2000/2003 server on your PDC. This will maintain the user groups but might give your problems with other parts of the system. As this point, take a clean server with 2000/2003 on it and promote it to the primary Active directory server. Then you can wipe out the old one and install a clean copy of 2000/2003 on it. Then if you like, you can take that server with the same computer name and settings as it was when it was an NT4 server and promote it back to the Primary. This keeps the security information intact and gives you a fresh copy of 2000/2003. Give that a thought.

I don't believe this will work because the PDC becomes the Global Catalog
Server (First Tree in the Forrestthingy) and it can't be moved. (If I
remember correctly, its been two years)

Paul,

We just went through this a couple of months ago, and for us it
was pretty simple. Do you have a spare PC or older server that
you could load NT4 on? Here's why:

1) Load NT4 server on a spare PC or server, create as BDC
2) After this BDC has synced up with the domain, promote it to PDC
3) By promoting the BDC, the existing PDC will become a BDC, now take
your former PDC down (allows you to go back to NT4 domain with no
problems
in case of problems)
4) Run the 2000/2003 upgrade on you new PDC, this will create your
Active Directory structures, etc - without compromising data,
users
5) Bring your BDC back online, now you have a Windows 2000 network with
NT4 BDCs. Now you can either upgrade your software on the BDCs, or
reformat and
Install win2000/3, then restore data.
6) Move all of your Server Roles(FSMO Roles) off of the first server
upgraded, and
onto the server that will be your Primary server. There is a
Microsoft KB article
about this.

Luckily we had some new servers to install at the time of our upgrade,
which really
helped in moving things around, and relatively painless after
reformatting, etc.

Thanks for the suggestions guys, bringing a spare machine online as a
temporary server for the upgrade process certainly sounds like the best way
to do it and means that there's always a fallback in the event that the
upgrade goes horribly wrong.

All I need to do now is make sure I have up to date drivers for all the
hardware and plenty of strong coffee for the job!

Installing to a temporary machine is the way we did our upgrade. It worked
fairly well. The problem is pulling the temporary machine out of the
network once you're done with it. We had to watch the event logs for a
while to find all services that were still looking for the temporary server
- not a big deal, and our network runs great now.

reformat and install on a clean system.

However MS don't make any reference to how the domain users and groups can
be migrated from an NT4 BDC to a new Active Directory server, does anyone
out there have experience of upgrading via this path? The data can easily
be backed up and restored however it's the users and groups that I want to
be able to migrate and haven't found an obvious way of doing it.

I'm going to do a test run with a couple of PCs set up as NT4 PDC and BDC to
try out the process but any advice from people who have 'been there and done
that' would be most useful.
