In our version of Vista 8.03.405B, when using this setup for a
required field, I receive the following message:

Warning - Mandatory Row rules are an unsupported feature that may not
behave uniformly across all business objects in the application. If
you wish to continue to use this feature please test to ensure
expected behavior for the instance that you are developing. The
preferred technique for ensuring mandatory fields is to use a BPM
directive to test condition for empty string and raise appropriate
exception action.

I am able to setup mandatory fields as a BPM that works.
