Prevent Sales Order line from being Manufactured

Unchecking the firm release checkbox on the release tab will prevent
the release from creating material demand, etc.

You could have a BPM that sets this by default to false when orders
are created, disable the checkbox for your sales order entry folks, have
a dashboard showing open orders with unfirm releases/etc. and someone
with access to a screen to modify the SOs so they can be firmed up.

But that's essentially what you're looking for..is an approval process.
That approval process can be as simple, or as complicated as you want
it. Sounds like you need a way to communicate what is 'not ready to
sell' vs what is, and then maybe a simple control mechanism beyond that.
Who is the gate keeper of your jobs? For non part master jobs we use an
electronic task list for hand off from engineering to scheduling.
