I don't know about Progress but I am almost certain that Vantage 6.1 is
not compatible with x64.

When I run the setup it creates the epicor folder and seems like the
installation completed but it never really installs the whole database.

Progress 91D is not certified on Windows Server 2003 R2 64bit and
Epicor does not support it as we never tested on it. You may get it to
work but if anything were to go wrong we would not support it.
