Wild guess but....in the Job Module setup under company configuration what is the "Time Format" set to? Hours/Minutes or Hours/Hundredths? If hundredths the decimal may be causing the formatting to choke. Easy thing to try would be changing "HH:MM" to "99.99" and see if something displays.
