I had this problem if I didn't start the Appservers in the right sequence. First there is the main appserver, then the TaskAgent and lastly the ProcessServer. If I started the Process BEFORE the TaskAgent ... no printing.

We are having an issue where none of our reports are printing, has
anyone ever experienced this issue? From the logs it appears to be a
connection issue to the AppServer, but I'm not sure how to resolve
it. We had changed the manager password for security, and I changed
it in the system agent as well.
Anytime a report is printed, it goes into the Scheduled Tasks tab of
the System Monitor and just sets there and never prints. When a
