Try the "INTEGER" function

What program you using? In excel there is a built-in function for this
called ROUNDDOWN.

Does anybody know a way to make sure a number rounds down no matter
what.

For example, if the number is 3.00001, it needs to round to 3.

However, if the number is 3.999999, it also needs to round to 3.

Any ideas?

Depending on your language, use the "int" function.

That takes the integer portion of the number.
