Showing the hyperlink for an attachment in Project in a dashboar

Yes,

You would have to use the dreaded XFileAttch And XFileRef tables and relate them to the project.

Then in the dashboard you could pull in the path to the attachment and have the user double click on the file path to open the attachment.
