Vantage 8.00.811B scheduling, how do companys schedule?

Have you considered the Advanced Planning & Scheduling module?
We have it and use Capabilities to plan jobs.
You can associate Resources or Resource Groups that are capable of
doing the process.
We have associated Resources with Priorities. When the scheduling
process runs, it will start with the highest priority resource and if
it does not have available time, it will go to the next and so on.
Therefore; the letting the system find the most capable and available
resource...taking some of the human intervention out. We still use
the MRSB for movement; but not as much as it sounds your schedulers
are.
One more piece is you can leave the resource priority to zero. Which
allows you to associate the resource to the capability but the
scheduling engine will not consider it when it schedules. The
purpose of this would be to allow the shop floor to clock into this
resource if something happens. This takes burden off the Job
Engineers & Schedulers from having to re-plan and re-schedule the
operation.

Our procurement manager has changed the way all our jobs are
scheduled and currently this is our scenario.

We have two production supervisors who have taken on the roll of
scheduling there own production cells. New resource groups have been
created and in each of the new resource groups we have 1 resource
called 'setup list'. As an example, we have a resource group
called 'Hub Turning'. In this resource group we have 4 resources 251,
253, 254 & 255. All the hub turning operations were scheduled to
these resources when MRP ran at night. Now with the change, all hub
turning operations are now scheduled by MRP to the 'Hub Turning setup
group'. In this resource group we have the 'Hub Turning setup list'
as a resource. The idea is that the production supervisors open
the 'Multi Resource Scheduling Board', select the 'Hub Setup List'
resource and the 251, 253, 254 & 255 resources from the original 'Hub
Turning' resource group on the same screen then because MRP schedules
all these ops to the setup list, they drag and drop each job from
the 'Hub Setup List' to the selected resource.
I don't 100% agree with this process as it is moving away from an
automated process that only needs to be finessed rather than manually
managed for hours per day.

Any ideas on how this process should be done or comments or
suggestions on our entire process would be greatly appreciated.
